Rand Paul

Rand Paul: Fauci, Trump, and the Senate’s Most Persistent Dissenter

Rand Paul has spent 16 years in the Senate saying no. He has opposed spending bills from both parties, pushed back on wars, and spent years pursuing Anthony Fauci over the origins of COVID-19.

In 2026 he is doing it from a more powerful seat. He chairs the Senate Homeland Security Committee. He has also become one of the few Republicans willing to publicly break with President Trump on trade, foreign policy, and spending. Here is where the Kentucky senator stands now.

Rand Paul is a Republican U.S. Senator from Kentucky, first elected in 2010. He chairs the Senate Homeland Security and Governmental Affairs Committee. In September 2026 he introduced his Six Penny Plan to balance the budget in five years. He has also publicly opposed several Trump administration positions, including the proposed $5,000 “Trump Dividend.”

Who Is Rand Paul?

Paul is an ophthalmologist by training. He graduated from Duke University School of Medicine and practiced eye surgery in Bowling Green, Kentucky. He also founded the Southern Kentucky Lions Eye Clinic to provide eye care to low-income families.

He won his Senate seat in 2010 as part of the Tea Party wave and was reelected in 2016 and 2022. His father, former Texas Congressman Ron Paul, ran for president three times. Rand Paul ran for president himself in 2016.

His politics are libertarian-leaning conservatism. That means low spending, skepticism of foreign intervention, civil liberties, and opposition to expansions of federal power.

Rand Paul and Fauci

No senator has pursued Anthony Fauci more persistently than Rand Paul. Paul, a physician, argued that the National Institutes of Health funded risky gain-of-function research connected to the Wuhan Institute of Virology. He accused Fauci of misleading Congress about it in Senate hearings.

In 2021, Paul sent a criminal referral to the Justice Department over Fauci’s testimony. Fauci denied lying to Congress. Then in January 2025, President Biden issued Fauci a preemptive pardon in the final hours of his term. That ended the possibility of federal prosecution.

The dispute still shapes the debate over pandemic accountability and how federal research money should be overseen.

Rand Paul vs. Trump

Paul supported Trump in 2024. He has not hesitated to break with the administration since.c

Spending and the "Trump Dividend"

Paul has said he does not support the proposed $5,000 “Trump Dividend” to adult citizens, arguing the government should not pay out dividends while running a deficit.

On September 22, 2026, he introduced the Six Penny Plan. It would balance the federal budget in five years by cutting spending by six cents on the dollar each year. He has said he plans to force a Senate vote on it later this year.

Trade and Foreign Policy

In a September 29, 2026 interview on Newsmax, Paul argued that Republicans in battleground states should tell voters that the trade war with Canada is a mistake. He also said the war with Iran should end as soon as possible. He argued that simply telling voters Republicans are “less socialist” than Democrats will not be enough to win.

Friction With Colleagues

Paul’s approach has costs inside his own party. A September 2026 report described growing frustration among conservative colleagues. They say Paul has slowed work in the Homeland Security Committee on issues like immigration and cybersecurity. His defenders see the same behavior as principled oversight.
